The growing market in ICT-enabled services prompted the establishment of the Negros First Cyber Centre IT and BPO Hub, inaugurated on May 1, 2015, accredited with the Philippine Economic Zone Authority (PEZA) is an initiative of the Province of Negros Occidental. The operation of the Cyber Centre is a Public Private Sector Partnership with the Negros Property Management & Development Corporation.

The Bacolod-Negros Occidental Federation for Information and Communications Technology (BNEFIT) is responsible for marketing the Cyber Centre.

The Negros Occidental Language and Information Technology (NOLITC) is the first and only government-run Language and IT Center in Western Visayas. It is a pioneering talent development initiative of the Provincial Government of Negros Occidental that manages to attract Business Process Management companies to invest in the province.

This hub of language and information technology serves as a training ground for young professionals who seeks to improve their capabilities and skills to have a competitive edge in the fast growing BPO and Call Center industry that continuously provides human resource for leading call center companies in Negros Occidental.

Since 2012, NOLITC has already produced more than 4,000 graduates, with 81% employment rate, or about 3,300 graduates employed in various companies. With the increasing demand for workers in Knowledge Process Outsourcing firms, NOLITC is positioning itself as a major hub for software development and health information management courses in the region.

PROVINCIAL ECONOMIC DEVELOPMENT AND INVESTMENT CENTER – (PEDIC)

In the interest to harmonize the investment incentives policies of the national government with the development initiatives and priorities of the Provincial and Local Governments of Negros Occidental, the Provincial Investment and Incentives Code of 2014 was created. Through it, the Provincial Investment Board was constituted to regulate and promote investments in the province.
